General Notice
The City of Normangee (Owner) is requesting Bids for the construction of the following Project which will serve the entire City of Normangee:

WWTP Improvements

Bids for the construction of the Project will be received at the Normangee City Hall Offices located at 107 Main St, Normangee, TX 77871 where Bids will be received, until March 25, 2024 (AMENDED TO APRIL 1, 2024 – SEE ADDENDUM NO. 1) at 2:30 PM local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

A 70kW propane powered standby generator, repair of main lift station, an in-channel grinder, and associated appurtenances.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

A pre-bid conference will not be held. Prospective bidders are encouraged to visit the site to make an assessment of existing conditions. Owner shall be notified 24 hr. prior to obtain access for the site visit. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Normangee or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.

The City of Normangee reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by City of Normangee for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and Section 3 Businesses are encouraged to submit bids.

Lake Sale Official Notice to Bidders with Bid Specifications

The City of Normangee is accepting bids to replace a Sanitary Lift Station and Force Main.  Bid deadline Tuesday, August 15, 2023 at 3:00 PM. Contract will be awarded at the regular City Council meeting to be held at 6:30 PM on Thursday, August 17, 2023. Project will need to begin as soon as possible after that date. Contact Public Works Director Steve Batson at 936-396-3691 for information about the project and to schedule a site visit if necessary. Bids must include estimated start date of construction, based on the timeline provided above.

The City of Normangee is hosting a public forum regarding the potential sale of a portion of the Normangee Lake property.  This potential sale will be on the May 7, 2022 election ballot for voter approval.  The City will present and discuss the plans for the funds from the potential sale.  After the presentation refreshments will be served, followed by a Question and Answer Session.

The City of Normangee has been notified by Entergy of an upcoming, planned outage. Please see their statement below:
“Entergy Texas is conducting work to modernize the electric system that serves our area. The company is working to install new technology to help restore some outages automatically, without requiring a crew to come out for repairs. These new devices will help the company reduce the number and duration of outages in the future. In order to safely incorporate this new equipment, Entergy must conduct a planned outage from 8 PM Sunday June 2021 to 1 AM Monday June 28th.”

July 23, 2020 – Beginning tomorrow morning, Friday July 24th, barricades will be going up blocking ALL traffic on Wooley Street. There can be NO traffic on or crossing Wooley Street for the majority of the day. Wooley Street residents only will be able to access their driveways starting later in the day and will have access for the weekend, but the street will still be closed for through traffic.  Full street closure will resume Monday morning until the street paving is complete.  WOOLEY STREET RESIDENTS: PLEASE PLAN ACCORDINGLY. PLEASE MAKE ARRANGEMENTS FOR ALTERNATE PARKING AND BE PREPARED TO WALK DOWN TO YOUR RESIDENCE.

Beginning the morning of Monday, May 4, 2020 the lobby for Normangee City Hall will reopen for face-to-face transactions.  Until further notice, social distancing must still be observed and only two (2) people will be able to occupy the lobby at one time. **May 1, 2020: The Leon County Shelter-In-Place order has expired. Please see the new State of Texas Guidelines on for reopening businesses, etc.**  Monday, March 30, 2020 – Due to Leon County’s shelter-in-place order, ALL individuals currently living in Leon County, Texas are ordered to shelter at their place of residence. All persons may leave their residences only for essential activities, essential government functions, or to operate essential businesses. The limit of 10 people is no longer applicable. All public and private gatherings of ANY NUMBER OF PEOPLE occurring outside of a household or living unit are prohibited.

All businesses not considered essential with a facility in the county are required to cease all activities at those locations, with the exception of minimum basic operations, such as maintaining security, processing payroll, etc.

Grocery stores, gas stations, farm & ag supply businesses, hardware stores, and more ARE considered essential under the order.

Examples of businesses NOT included as essential at this time are (but not limited to): hair salons, barber shops, gyms, flower shops, boutiques, etc.

All clinic staff is being relocated to College Station temporarily. They will be transferring their calls to their temporary location, so you may still call the clinic with questions or for refill. The City of Normangee is organizing a Community Clean-Up Weekend for April 4th and 5th.  This is a time for all of us Normangee residents and business owners to evaluate the needs of our own properties and focus on getting them into compliance with City Ordinances!  Does your yard or property need mowing?  Do you have overgrowth that needs to be taken care of?  Do you have a junk car or other non-compliant items that need to be cleaned up, or maybe a building or home that is dilapidated and falling down?  Maybe pets or livestock that are not in compliance?  As a business owner have you been considering making some updates or improvements to your storefront to entice new customers to come in?  Now’s the time! All the ordinances regarding animals, yards and properties, and substandard buildings are available on the Ordinance tab of the City of Normangee’s website for you to review, or you can ask for a copy at City Hall.  Please take this time to self evaluate and address these issues to avoid any future complaints or even citations!  We will also be working on cleaning and beautifying the city streets and properties by picking up trash, etc during this weekend, but we will no longer be assembling teams and groups as we had originally planned due to the current COVID-19 precautions.  There will be a roll-off dumpster made available for residents to dump in for this clean-up weekend!  No hazardous materials can be placed in the roll-off dumpster. LET’S SHOW SOME PRIDE IN OUR CITY AND MAKE IT SHINE!

6/07/2019 NOTICE FOR NORMANGEE RESIDENTS: Beginning next week on either Tuesday or Wednesday (6/11 OR 6/12), construction will begin on a sewer line replacement project on Wooley Street, between Spur 3 and 5th Street. This project is expected to last approximately 7-10 days. During this time, portions of Wooley Street will be completely closed for the construction and traffic will be redirected. Residents between Spur 3 and Wooley – Please start now planning for alternative access to your homes, as any driveways off of Wooley may be inaccessible at times during this project. QUALIFICATIONS INCLUDE: Advanced TCOLE (formerly TCLOSE) Peace Officer Certificate, valid Texas Driver’s License with good driving record, high school diploma or GED, some college preferred. Minimum 10 years experience as a certified peace officer required. All candidates must pass a thorough background investigation, psychological test, oral interview, and drug screening.

Normangee is a small city that assists other agencies in both Leon and Madison Counties when needed. The Normangee Police Department is currently seeking a highly motivated, certified officer who will serve the community and represent our department with honor and integrity. Applicants should be able to communicate well with citizens in a small, rural setting, and work well with officers from neighboring agencies when their assistance is needed.

All applications must be filled out completely and correctly. Omissions or incomplete applications are grounds for disqualification. Release forms must be notarized. Applications can be picked up at Normangee City Hall. You may submit your application as follows:
